This CL contains speculative fixes for the flakiness in
SiteSettingsTests. The main change here is replacing getActivity() use
with getContext() in site settings code that looks up resources, since
that needs to happen with WebLayer's Context, not the embedder's
Activity. Some test devices had some permissions disabled, which
triggered different styling that required resource loading.

This CL re-enables the buttons on the profile_type_choice page in the
profile creation flow once the creation of the new profile object
finishes. This allows to reuse the same page and its buttons if the user

'java_binary' GN template when building JVM app generates Python
wrapper script in 'bin' dir. This wrapper script forwards all unknown
args (if '--jar-args' argument is omitted) to the underlying JVM
binary. But it doesn't do that for '--help' command replacing it
with standard Python 'argparse' autogenerated help.
Current users of 'java_binary' template ('errorprone_plugin',
'bytecode_processor', 'hello_world') have no '--help' command and OK
with that. But targets in some external projects have it and not OK.

In order to facilitate our use of cookie managed state to control
privacy sandbox in the interim the privacy sandbox prefs need
to live in components.

We are adding a folder for privacy sandbox as the plan is to migrate
all of privacy sandbox to components for M90, only prefs need to
be moved for M89.

Extend the wayland_webview_client to be able to create a surface with
buffer. This can be use to test the window and surface composition.
