This one is real simple.

I've also tweaked the constant for the native default to
be of the same type as the fromNative that uses it, so
it's slightly easier to read.

This seems to affect only the painting of the frame background and Linux caption
buttons.  In testing the first and from code inspection of the second, both seem
to want "the actual height above the toolbar", which doesn't include this
overlap.

This eliminates an ugly 1 DIP misalignment of the theme background image bottom
with the toolbar top in some themes.

Recently, Console message border colors became CSS variables, which
are preserved in dark theme by default. This CL fixes the regression
by giving explicit dark colors.

* Provide default implementations for newly added methods for dismissing

Before this CL TimeDelta had saturation behavior for translating
from/to other values, but had clamping behavior for its computation.
That is, invariants like the following did not hold:

TimeDelta::Max() - TimeDelta::FromSeconds(1) == TimeDelta::Max()

This CL fully implements saturation behavior, such that TimeDelta::Max()
and TimeDelta::Min() are treated as positive and negative infinity
regardless, with all the expected mathematical consequences.

The one exception is that adding/subtracting a saturated TimeDelta to a
TimeClass is still undefined. This was left undefined because we are not
yet making a statement on whether TimeClass should be considered to have
clamping or saturating behavior for values outsied of range.

Previously it was possible to have non-record shaders have a record,
which is invalid.  If these get written back out again, they are not
valid and will DCHECK.  We should just prevent these in the first place.

This CL ensures that device scale factor is plumbed alongside the viewport
size from commit time through pending and then the active trees.

In a subsequent CL, I will introduce diagnostic checks that verify that
if device scale factor and viewport change, then the LocalSurfaceId must
also change.

When we draw IOSurfaces using CoreAnimation, there is a power "discount"
if the IOSurface has the exact same byte-for-byte ICC profile as the
monitor it is displayed on.

The browser retrieves these ICC profiles via ScreenMac, and the renderer
process is sent them via ScreenInfo, but the GPU process does not get
them. As a consequence, color spaces assigned to GLImages via
SetColorSpaceMetadataCHROMIUM do not match monitors' ICC profiles, and
power suffers.

Solve this by creating a DisplayICCProfiles class to provide a map from
ColorSpace objects to the ICC profile data that created them.
Instantiate this in the GPU process for use with by
GLImageIOSurface::SetColorSpace.

As a follow on to this patch (but not for merge):
- Change the zero copy path to use SetColorSpaceMetadataCHROMIUM
- Remove ICCProfile::FromCacheMac
- Remove sending ICCProfiles via IPC to the renderer (they are currently
  only used for this purpose)
- Make SetColorSpaceMetadataCHROMIUM be the only path that will produce
  this byte-for-byte ICC profile match (it will be the only one that
  matters)

The "has pages" bucket of the OfflinePages.PrefetchUsage histogram never
had data collected into it. We finally decided to fully remove it as the
information it would provide doesn't seem to justify the extra costs and
changes associated with adding the proper trigger to report it.
