The problem appears when a TableSection is in charge of painting its fragments. In that case we might end up creating duplicated IDs for the DisplayItems, because we are not using the fragment information to generate the IDs. The solution to fix this problem uses ScopedDisplayItemFragment in TableSectionPainter::Paint(), so we generate different IDs for the DisplayItems depending on the fragment. This is similar to what we have in ForAllFragments() method at PaintLayerPainter. When the scheduler hits the deadline waiting for an update from the main-thread, and there is no update from the compositor itself, it sends a 'did not produce frame' message. However, the reason it sets is 'no damage'. This is technically correct, but it does not convey the message that it is still waiting for an update from the main thread. So introduce a new 'waiting on main' reason for skipped frames. When no frame is produced, but the compositor was still waiting on main, it should not count as a 'no damage from main'. Update the throughput tracker to handle this case correctly. base::SysInfo::IsLowEndDevice has some nuance that can be clarified with better documentation. In particular: 1) It can be used for more extreme performance tradeoffs. 2) It is not the same as "low-memory" and will be true on many <=1GB pre-O Android devices. SysInfo::AmountOfPhysicalMemoryMB is an option for explicit memory queries. 3) It can return true on <=512MB desktop devices. In addition, the comments above blink::Platform::IsLowEndDevice and blink::MemoryPressureListener::IsLowEndDevice have been updated to provide a little more information and a reference to base::SysInfo::isLowEndDevice.
