The issue can be reproduced by creating and closing windows really fast (like when you're using a tiling WM and dragging tabs and it sort of bugs out). There are 3 instances of CloudPolicyInvalidator for user, device and device local account scopes. The last two scopes are reported as a single device scope. To make metrics clearer: 1. Add PolicyInvalidationScope type to split device metrics into device and device local account. 2. Make kMetricDevice* metrics obsolete and add separate metrics for device and device local account. 3. Update CloudPolicyInvalidator so it records metrics for user, device and device local account scopes. The second argument to new SelectFileDialog() is actually for the cancelled case, not the error case. We were treating this as an error. Now we report cancellation explicitly, and the frontend can handle it as appropriate. We still use kPermissionDenied for other cases where permission actually was denied. Currently workers send IsolateInBackgroundNotification to V8 signalling that memory usage is more important than performance. However there are use cases where workers are used for user visible computation and thus are performance critical. This flag will allows us to do a Finch experiment to see how overall memory metrics are impacted. When a session is restored, the restored NavigationItems have all the information of the restored items, including scroll offset, user agent... But the items were only used for their URL and all the other information were lost. This CL fixes that by storing those items until the restore is complete. At this point their information can be restored in the items associated with the WKBackForwardItem. For now those information aren't used with kEmbedderBlockRestoreUrl disabled.
