When an URL of a print server is specified with ipp/ipps schema and without a port number, ChromeOS tries to contact the server on port 80. It is caused by the fact that internally URLs are stored as http/https based versions (because of GURL limitations). This patch solves the problem by improving conversion between http(s) and ipp(s). The original CL https://chromium-review.googlesource.com/c/chromium/src/+/1679434 was reverted because of failures on test end on Mac OS 10.11. It was then relanded as https://chromium-review.googlesource.com/c/chromium/src/+/1760873 with checks disabled on Mac so we can benefit from them on other platforms ASAP. It was then reverted because Angle DEQP tests explicitly lower the process priority. This CL adds an option to disable process priority checks for some tests. See diff since last CL: https://chromium-review.googlesource.com/c/chromium/src/+/1790331/2..3 --- This CL verifies that a test process is not backgrounded when it is launched and before/after each test. The goal is to avoid having tests that assume they run at normal priority be disabled because of other misbehaving tests (e.g. https://crbug.com/931721). For most startup histograms, we also recorded a version of the histogram suffixed with the number of startups with the current version. The goal was to assess how the prefetcher learning about a given version of Chrome affected startup time. Since these histograms are not actively being used, they are removed by this CL. The Startup.SameVersionStartupCount histogram is also removed.
