We want to split on both spaces and newlines, not just
spaces, for the case when cups-config does have proper output.

Speculative fix for the bug, untested on a system it affects.

network classes into a separate hierarchy of parsers.  This is
in preparation for creating a second parser hierarchy that can be
used to create networks from a configuration file instead of from
flimflam.

In the course of doing this, I updated much of the style
inconsistencies in this code (mainly having to do with passing
arguments).

Move some Chrome-specific code paths out of DownloadManager and into the delegate. Getting rid of the grit dependency allows us to move the files to content.

Specifically, I moved safe browsing and history integration out. The logic to create temporary file names, and to uniqify filenames in case of a collision, also moves out. This is in line with keeping only the core download code in content.
