Prior work has already detangled a lot of RenderWidgetHostImpl and RenderViewHostImpl. Moving the registration of the RenderViewHostImpl with the RenderWidgetHostImpl as late as possible in the construction sequence further decouples the two classes. This is preparation for moving RWHI ownership to RenderFrameHost. Before this CL, the distilled content is injected on DidFinishLoad(), or when the distillation finishes if it's later than DidFinishLoad(). When the DidFinishLoad() event propagates to TalkBack, the distilled content is usually not there yet, so TalkBack would announce the content of the place-holding page. This CL populates the distilled content in DocumentLoadedInFrame() instead of DidFinishLoad(). DocumentLoadedInFrame() is late enough to execute JavaScript, and is early enough so that it's more likely that the title and content can be picked up by TalkBack instead of the placeholder. If distillation is finished by DocumentLoadedInFrame(), onload() event would also be delayed, so that the accessibility focus is more likely to be on the web content. Otherwise, the focus is usually on the close button of the CustomTab (CCT), or nowhere. Note that this CL doesn't guarantee the distilled title is announced by TalkBack. If distillation finishes later than DocumentLoadedInFrame(), or if for some reason the accessibility focus is on the close button of the CCT, the title would go unannounced like before. Currently we remove canceled and non resumable downloads on Android. However, we still see some users having memory issues with thousands of download records on other platforms. This CL removes canceled, and all interrupted download after 90 days on all platforms. Browser tests will be added in following CL. This fixes a regression introduced between PS14 and PS15 of CL [1] where blend_toward_max_contrast() was switched for blend_for_min_contrast(). But for dimmed text, we specifically don't want to blend for min contrast because this will usually result in the same text color. What we want is a new text color distinct from the original text color, specifically with less contrast. Also updated COLOR_OMNIBOX_RESULTS_ICON while we're at it to use derive_default_icon_color(), which logically makes more sense, and gives results quite close to the colors before CL [1].
