Python doesn't work on Android, iOS and Fuchsia, so it doesn't make sense
to compile PythonUtils there.

This adds support for sending a GPU Mojo interface to the OEMCrypto
daemon so that it can communicate with the GPU to get access to secure
buffers for storing decrypted content. The actual implementation of the
Mojo interface will be done in another CL.

This change introduces a new service (SharedWorkerFactory) exported
from renderer processes to support the instantiation of shared worker
instances.

The SharedWorkerFactory is instantiated from within the
SharedWorkerServiceImpl::TryReserve function, which runs on the UI
thread. This way we defer connecting to that service until we want
to create a shared worker. It also allows the unit tests to swap in
a mock implementation of SharedWorkerFactory.

In a future CL, it'll be possible to remove the
SharedWorkerMessageFilter. Even though that class now no longer
filters any Chrome IPC messages, its other functionality is still
needed. Similarly, we still need to allocate a routing ID for the
shared worker even though that is not needed by the shared worker
infrastructure. Dev Tools uses the routing ID to help lookup the
shared worker, so that'll need to change before we clean this up.

Also, in a future CL, it'll be possible to move the shared worker
service code to run entirely on the UI thread. This will allow a lot
of code simplification as we'll no longer have to deal w/ the race
conditions during process reservation. A bunch of complexity will
disappear. To try to keep this CL manageable, I chose to postpone
the threading changes to a follow-up CL.

The lifetime of the SharedWorker instance in the renderer process is
a bit squirrely thanks to how WebSharedWorker manages its lifetime.
This CL does not attempt any changes there.

Lock screen implementation, which uses Chrome implementation of the
interface is being moved to ash, so we can't assume that requests
that come via mojo originate from (now deprecated) tray action button.
Plus this makes much cleaner API than exposing separate
StateController::HandleNewNoteRequestFromLockScreen for lock screen
code to hook into.

Previously, when we would stop a discovery session, we would simply
delete our BluetoothDiscoverySession object, since it is supposed to
stop scanning when deleted.

However, there are race conditions in the Bluetooth stack which can
sometimes cause stopping the discovery session to fail. If stopping
fails, it needs to be retried. Likewise, we now also retry starting
discovery if that fails.

IdentityManager was not closing its binding on its shutdown, which
causes a DCHECK to fire in the case where it is holding onto a pending
callback from a consumer request. One example where this occurs is the
case where a consumer has called GetPrimaryAccountWhenAvailable() and
the browser subsequently shuts down without the user ever having signed
in.

This CL fixes the glitch and adds a unittest that causes the relevant
DCHECK to fire without the fix. See crbug.com/766338 for repro steps
that exercise this behavior in production (note that DCHECKs must be
enabled to actually see evidence of the prior buggy behavior).

This is done by adding a 5s delay before telling the TriggerManager to
finish/send an active report. If multiple ads are detected on a page then
the first one will begin the report and the subsequent ones will be
rejected since a report is already running. After the delay, a single
report will be created for the whole page (containing all ads).

The collate checkbox looks odd in languages (Hindi, Russian) where the
"Collate" text is too long and the box is pushed onto another line
(below the "Copies" input box). Make the input box + checkbox look like

LUMINANCE_F16 has following issues:
1. GL_LUMINANCE (as well as GL_ALPHA) is deprecated.
2. GpuMemoryBuffer cannot support LUMINANCE_F16.
3. LUMINANCE_F16 requires cpu int-to-float conversion.

This CL introduces a media switch "kUseR16Texture" feature to use R16_EXT.

If we get better power/performance numbers, we can enable R16_EXT
by default.

R16_EXT is :
+ intuitive
+ filterable
+ no int to half float CPU conversion
+ GpuMemoryBuffer can support R16_EXT
