To try to reduce time to first frame regressions, this CL makes D3D11VideoDecoder fall back to VDAVideoDecoder via FallbacKVideoDecoder. This prevents a round trip or two between the GPU and renderer processes. This relands https://chromium-review.googlesource.com/c/1294810 with a fix to prevent deleting the preferred decoder during a failed init callback. Instead, it posts destruction. When notifications are manually expanded / collapsed, the state should be restored on UnifiedSystemTray reopen. In order to do that, we have to store the state in UnifiedSystemTrayModel so that it lives longer than the lifetime of UnifiedSystemTrayView & UnifiedMessageListView. Chromium starts propagating errors from worker's onerror to window's onerror after https://chromium-review.googlesource.com/c/chromium/src/+/1287208, resulting in test failures for mixed-content/module-data-worker-import tests that do not account for the thrown exception being sent to the window. This CL adds preventDefault() to the worker.onerror() to handle the case of uncaught exceptions. Strictly speaking, this is not necessary according to the current spec, as "worker's error event" fired at Step 12.1 of #run-a-worker https://html.spec.whatwg.org/multipage/workers.html#run-a-worker does not cause "report the error" and thus window's onerror. But whether window.onerror is fired or not is not what the mixed-content tests aim to test. Running bindings_test on local machine without --reset-results removes all temporary generated cache files. In the process, we get a list of files to be removed, but it fails if the target directory does not exist. This happens when a test fails in some situation. Before this CL, the multi-device settings displayed Instant Tethering settings using exactly the same mechanism used by the network settings. However, this is undesirable because (1) it does not display the "prohibited" icon when a device administrator prohibits the feature and (2) it does not display the correct text as a label for the item. This CL changes the settings subpage to use the same infrastructure as the rest of the features. As a result, this also requires that TetherService be updated; previously, TetherService was responsible for changing the "enabled" user pref itself, but now it needs to support that mode as well as responding to changes of the "enabled" pref. crrev.com/c/1288609 changed the behaviour of the validation of GpuMemoryBufferHandle deserialization, which is used from mojos' CreateGpuMemoryBuffer(). Said CL changed the return path for Android to return false always (l.210, see [1]). Instead, we want to return the validity of the ScopedHardwareBufferHandle. Implements right-click, double-click, and no action; left-click was already implemented. Does not implement drag-and-drop. Adds unit tests for newly implemented click types. Currently VP9 profile 1 and 3 usage is super low, and hardware support is poor. To avoid the complexity of having to check which platform, device and/or decoder support them, with very little user benefit, we decided to disable VP9 profile 1 and 3 support wholesale at a higher level in EME implementation in Chromium.
