Thumbnails code was borrowed from the deprecated NTP and will be used to
generate preview images for tab hover cards. Because thumbnail size is
dependent on tab size, both thumbnail code and basic tab dimensions
(to be moved in a followup CL) need to reside in c/b/ui to avoid
illegal dependencies.
