I investigated the tests that failed in this build:
https://ci.chromium.org/p/chromium/builders/try/fuchsia_x64/496805
and noticed basically all of them are timeout-flaky on Fuchsia, filed
under different bugs. So this patch marks all of them.

Also marks some previously-marked tests as also crashing.
