App browsers can now support tab strips and should be included in
some of the calls to IsBrowserTypeNormal.

Added function IsTabStripSupported and changed calls relating to
tablet mode in BrowserNonClientFrameViewAsh and
ImmersiveModeControllerAsh to use it rather than IsBrowserTypeNormal.
