This reverts commit b0dc3696.

Reason for revert:
The best breaks all Windows buildbots on the chromium.clang waterfall,
and I guess others might be broken too.

Either these need to be added to the blacklist for this test, or
ideally there would be some mechanism to express this test needs to
run on Win10 hosts.
