When the suggest server sends matches over with a group ID and no associated header text, it looks weird in the rendered popup UI. The actual intent for these groups without header text is to be sorted and rendered normally, as if they had no group ID at all. This CL makes that happen in Chrome. This CL is a minimal fix designed to be mergeable, but it's not the greatest design. Stripping out the group IDs diverges the Chrome model of matches away from the Suggest-provided model, which could be confusing to future developers. Let's fix that later though, this is just to be mergeable easily. The logic in ErrorPageHelper is only applicable when the error page content is provided by weblayer. If the embedder provides html for an error page, then ErrorPageHelper shouldn't be used. This adds a mojom interface to disable ErrorPageHelper for the next load. I had wanted to delete the instance, but this is complicated if the frame is reused and would result in having to duplicate some of the logic. This CL implements fallback redirect for subresource redirect feature, that when the redirected fetch timesout or fails with certain response codes, the subresource redirect feature is not attempted for subsequent page loads until a bypass duration. The bypass duration is obtained from Retry-After response header or a random duration if its not available. Adding lacros builder/tester to CI with not closing tree option. This adds a row in the Nearby Settings subpage for the "Data usage" setting, as well as the dialog which appears when the user clicks the edit button on the row. The dialog saves the selected option to prefs, but in a future CL this will be updated to use a mojo.
