If SDP re-negotiation is needed (for example, to configure a different video/audo codec), ICE needs to be restarted. But the client cannot do this directly, because the host is the end that sends the initial SDP offer. This CL adds a control message that the client can use to request ICE restart from the host. This is only implemented for WebRTC connections. We have quite a few cases where some internal methods "synthesize" user activation notification triggers, as if they were real user interactions. After UAv2 shipped in M72, these calls /should/ be unnecessary, see the bug. However the compat implication is not clear. This CL is part of a sequence that would hook up histograms to each type of triggers. If a synthetic trigger turns out to be ineffective, we would blindly remove them. We will then investigate the remaining ones one-by-one. This CL covers the part of the change in blink/renderer/core/ to ease reviewing.
